To unlock it, you must capture the Sandstar, a tiny endemic lifeform found only in the Windward Plains at night. This small, fast desert mouse-like creature with shimmering fur is a challenging catch.

Since the Windward Plains are usually explored during the day, you'll need to manipulate the time of day. There are two ways to do this:
