After the tea ceremony, confronting Wakasa is the best decision because she is indeed the Golden Teppo of the Onryo. This choice leads to a straightforward resolution. When you confront Wakasa, she invites Naoe to her home for a private discussion. Upon entering, you'll notice a clear sign that you've chosen correctly—the kasa (straw hat) from the prologue worn by the Onryo is displayed on her wall.
After some dialogue, the scene culminates in Naoe easily killing Wakasa by grabbing her Teppo from the wall and shooting her at point-blank range, quickly ending the mission.

What If You Confront Otama in Assassin’s Creed Shadows?
Opting to confront Otama after the tea ceremony leads to a more complicated scenario. Although you will eventually kill Wakasa, mistakenly targeting Otama first requires you to navigate through a challenging stealth and combat sequence against multiple enemies.
Choosing Otama prompts Naoe to chase and kill her. A letter found on Otama confirms her corruption, but this delay allows Wakasa to fortify herself within Osaka Castle with her soldiers. To reach Wakasa, you must journey to the castle, either fighting her soldiers or sneaking past them. If you've unlocked the nearby Osaka Tenshu fast travel point, you can reach the area more easily, though you'll still encounter standard enemies.
Even if you manage to sneak up on Wakasa for an assassination attempt, it won't be sufficient; you'll need to engage her in at least a one-on-one fight. While the boss fight isn't overly difficult, choosing to confront Wakasa directly from the start is far less cumbersome and offers a more satisfying cinematic kill, especially given her role in Naoe's father's death.
