During "Into the Underworld," Katherine will send you on a quest to find Goatskin at the inn. While there are several ways to approach this, we'll cut to the chase.

Goatskin is hiding in the upper level of the barn adjacent to the Black Horse tavern. To reach him, enter the barn behind the tailor's shop and climb the ladder. Remember, this is a private area, so tread lightly.

Once upstairs, drop down into the courtyard, climb onto the carriage, and squeeze through the window into another barn. Make your way to the top floor—Goatskin will be there. This is a daytime-only operation; he moves at night.
